Crises and Inequities

When disaster strikes, who is hit hardest? We examine the plight of New Orleans’ most vulnerable residents as they endured a pandemic, hurricane and deadly power outage.

Against the backdrop of Hurricane Ida, a deadly power outage and COVID-19, the city of New Orleans is a case study in what happens when disasters overwhelm vital infrastructure, such as power grids and hospital systems. As New Orleans recovers from the aftermath of Ida and the delta variant rampages through the South, it is imperative to understand how and why city, utility and hospital officials failed to protect residents.
