Earlier today, we wrote about an unprecedented drilling project by BP that--despite being miles off the coast of Alaska--is not subject to the administration's moratorium off-shore drilling. That's because it is built on an artificial island made of gravel. Getting to the 100-million-barrel oil reservoir will also involve drilling sideways for several miles.
